Look at it from an implementor's point of view. If a UA doesn't recognize
an element, that simply means it doesn't know what to do with it, no
matter if it's part of XHTML2 or not, or from what namespace it comes.
Such usage is consistent with a lot of other technical descriptions and
does not need, IMO, further definition.
